## Malaysia at a glance

- **Wallet currency:** MYR
- **Hub:** Kuala Lumpur and Kota Kinabalu
- **Portal languages:** Malay, English, Chinese (Simplified) and Tamil
- **Suggested template:** Inbound for Peninsula and Borneo receptive operators; Faith for Umrah and Ziarah.

## How the trade works

A Malaysian licence is built from fields rather than issued whole. The Ministry of Tourism, Arts and Culture licenses domestic tour operating, outbound tour operating, outbound tours for Umrah or Ziarah, and travel agency business as separate fields under the Tourism Industry Act 1992, and the Umrah or Ziarah field can be added only by a company that already holds the other three.

## What operators here are loading

Peninsula city and island hotels, Borneo programmes around Mount Kinabalu and the Sabah coast, Umrah and Ziarah packages on fixed departures, and outbound group tours sold under the uniform package terms in the regulations.

## Worth knowing

Malay, English, Chinese (Simplified) and Tamil are all among the 32 interface languages, and each user picks their own, so one agent list can read the portal four ways.

## Uniform terms, expressed exactly

Outbound packages sold from Malaysia carry a schedule of uniform terms and conditions in the 1992 regulations made under the Tourism Industry Act, covering deposits, amendment charges and cancellation charges. Those terms come from the regulations, not from us and not from a default we picked; what a portal owes you is a way to express them precisely and apply them the same way every time.

Each package carries its own cancellation ladder, counted from the departure and frozen on the booking, and every hotel rate plan, tour and transfer can carry one too. Write the steps you are bound by once, and every agent reads the same words at checkout and on the voucher.

## Umrah, watched closely

Umrah is the field the ministry polices hardest. A company holding it must be owned and directed by Muslim Malaysian citizens, advertisements for Umrah and Ziarah packages go to the ministry for approval, and licences have been suspended where pilgrims were left without the flights or rooms they had paid for.

Those are obligations of the business, not of the software, but the software decides whether the rooms were really there. Contracted rooms are counted night by night and taken under a lock as each booking is placed, and a room block can keep rooms for one partner agency or price tier until a release day you set.

## Borneo sells differently

In Sabah and Sarawak more of the trip is fixed before the guest arrives.

- **A climb is a bundle.** Sabah Parks sells Mount Kinabalu through its own reservation system as a climbing permit with a night in a mountain hostel; sell it as a package on fixed dates, not as an open-dated tour.
- **Vehicles under their own Act.** In Sabah, Sarawak and Labuan, tourist vehicles fall under the Tourism Vehicles Licensing Act 1999; your private transfers are priced per vehicle, with capacity and luggage on the vehicle.
- **Daily capacity on tours.** Options carry a capacity per day and time slots, so a limited trip cannot be sold past what you hold.
- **Agents in other currencies.** An agency in Singapore or Brunei can buy in its own currency while your books stay in ringgit.
